No Jason, the rule is regarding talking about OTHER naturist forums on this one. No-one needs a reference to register here, we accept any and all :)

does a membership cancel when a member reaches age 39 ?

Jason, as it says in the Forum Rules

8. Generally speaking, this forum is for the younger crowd whether that be generation Y, or X.  That means, up to age 38 is fine to register but members who go past that, who are positive contributory, are active and leaders will certainly be made exceptions.
