The Swedish Naturist Federation consists of a national association and twenty local associations, some of them run naturist campsites. All associations are members of a national federation, which in turn is a member of the International Naturist Federation INF / FNI.

This quote from the Scandinavian naturist portal is encouraging.

I never saw this topic before heading to Sweden a couple of weeks ago.  Granted i was only there for a couple of days, yet in that small time i discovered that there was a relaxed attitude towards clothes.  I went along to one of the many beaches in Stockholm with a friend, it was incredibly tiny but because it was a nice day there were people sunbathing, one of whom was topless (albeit laying face down). 

The impression i got suggests to me that there is a very liberal attitude towards nudity in Sweden.  This appears to be the case across Scandinavia as well.  Worth a visit if you ever get a chance.
