San Fransisco is known as one of the most liberal cities in the US.  Public nudity has long been allowed there and tolerated by the police; usually during festivals or protests.  Some folks realized this and have been chilling naked in the middle of town without many problems.  A group of busybodies have been raising a stink about it so the lawmakers are considering passing ordinances banning public nudity.  She was at a meeting over the issue and chose to strip off as a form of protest.

Didn't help much though, the board still voted 6-5 in favor of the ban.  Now it goes to a the mayor (I believe) for approval
