It's a gimmick. She isn't promoting nudism. She wants her clients aroused. According to her website all of her clients are men. She is that same thing as a prostitute or porn star selling her body, sex sells. She is the same as any other webcam model, but she is just hiding under the thin veiled guise of therapy. 

From her webpage:
Price: $200 for an hour-long webcam session

Q: How does a session work?
Different clients require/desire different things, but generally you decide if you’d like to start with a text chat and a one-way cam (you can see me but I can’t see you) or a voice chat and two-way cam (we can both see and hear each other).

Q: What happens during the sessions?
You and I talk about whatever you want to talk about, and, should you wish it, I (and/or you) get naked in the course of that conversation.

Q: Am I allowed to make special requests?
Yes. If you want me to wear something special, ask me in advance and it can be arranged. If you want me to undress in a certain way, that can also be happen. And if you want to see me from a certain angle, or you want me to do or say something specific, simply ask. I do have my limits and only do what I consider to be therapeutically relevant to your progress, but I am also very open minded :-)

Q: Can I masturbate during my session?
Yes.

Q: Do you accept health insurance plans?
Currently no, but maybe some day!

Q: What are your credentials?
First off, I am not a licensed psycho-therapist. In fact, I can’t be licensed because my techniques are considered unethical by state licensure boards. However, I have studied psychology, human sexuality, and social biology, and I have helped hundreds of people, many of whom say that Naked Therapy has made a huge difference in their lives. Further, I consider myself highly skilled at talking, listening, and counseling while also being arousing :-)

At least, it's how it works here. If it's called massage, there's a happy ending.

If you want the version without that's tax deductible you have to look for massotherapy.

According to her FAQ, she doesn't pretend to be licensed or anything so I have no objection to what she is doing. Stuff between consenting adults and all.

How is the distinction made in Germany?

And the problem does not seem to be the fact that she sells naked webcam sessions, but that she advertises herself as a therapist when she is not.

She only claims to have a degree in biology, there's a disclaimer that she isn't licensed on her splash page, she doesn't use titles claiming that she is licensed.

I don't have any issue with what she is doing.

Similarly, apparently. The physical therapy association uses "massage therapy" to describe the medical kind, the sexual kind is usually explicitly referred to as "erotic massage". Most people who encounter unadvertised happy endings do so in foreign countries, mainly Thailand.

In Germany however, you need to distinguish "FKK-Verein" from "FKK Club". You will find naked people at both, but you will only find old farts playing Boules at the former, the latter is less naturist in nature.

You probably don't leave the "erotic" implied like we do because prostitution is unambiguously legal in Germany.

Canada's Supreme Court gave one year to the government to change the law to make it legal. They "changed" it for a different way to say it's illegal. We'll see what happens when the year is up and if erotic massages will be more clearly announced if it is.

Most people who encounter unadvertised happy endings do so in foreign countries, mainly Thailand.

North America doesn't advertise it either, we just know the convention.

Austria is foreign already. In my opinion, even Bavaria is foreign, though obviously not in terms of the reach of federal law.
And it is mainly Thailand because that country is somewhat famous for its massage parlors.
