There's free forum software that you can download and run. This forum uses SMF (Simple Machines Forum). It also has plenty of mods (as in modifications) developed for it that you can install. These are written by all sorts of people. There is other forum software, SMF is not the only one.

Nor the most appropriate for a new forum. But it made sense at the time and I would have picked it too.
