In Sydney a group of naturists rescued some yachties in trouble during the Sydney to Hobart yacht race

"A handful of nudists responded to the man's cry for help, as did other beachgoers who were more appropriately dressed for the beach." They were on a nude beach. Nudity is the appropriate dress for that particular beach. Would they say that people on a clothed beach were "more appropriately dressed" if they were dressed in suits and ties?
