In 2014, the travel portal Expedia conducted a survey on this. According to the survey, Germans were the most uninhibited beachgoers, followed by the Austrians.

Based on what I see here in Sweden, its definitely Germans(but we do also get a lot of German pensioners here in the summer so I may be biased)
