What is a tv license?
Like when you get a cable TV or Netflix subscription in the UK we have the TV license which has existed since the BBC first started broadcasting TV. BBC don’t run commercials except ones promoting their own shows and services. Even now that we have a shit load more channels and if we don’t watch BBC but want to watch or record live TV from other commercial channels we have to pay the license fee as most of the broadcasting still comes through BBC hardware. Although I have no freaking idea why that still applies to cable and sky subscribers.
Things like Netflix Amazon Prime and YouTube are exempt from the license fee.

It is needed if we use YouTube to watch live broadcasts which I think is bull shit considering ads pay for anything on YouTube and we pay for internet separately.
