And a 56 years old woman who is going topless not because she is comfortable doing it but only to provoke...

Texas is a very pro-ATV state and not much into regulation, but even here, there is a minimum age of six to drive an ATV, and between ages 6-12, the engine size must be <70cc, and there must be direct supervision up to age 14.
