Bad News in Barcelona-Spain

I've got to report some bad news to the Naturist Community over Barcelona (in Spain).

Local government has allied with another local Christian party to ban naturism and what they call "seminaturism" (that's it going without t-shirt or some clothes) over the city area, If police caught someone without any piece of clothing and they don't like it, people will be fined with 300-500€. This is not legal within Spanish Laws, but they are going to approve this ban anyway.

I suppose local naturist organizations will go to court to preserve our rights, but it's a really bad new in a modern city like Barcelona.

Naturist beaches will not be affected by this ban, anyway.

How can they enforce it if it's not legal? I mean, surely someone will complain about that?

It's probably a bit like in the US when a law is unconstitutional, it's still a law unless anyone proves that it's unconstitutional and gets a judge to invalidate it.
