What's the context behind this?
Was this a one-shot nude performance or not? Why did they do this? What were the comments in their country?

I'm thinking, and this is mere speculation, maybe they were all kicked out of AKB48 (which is a HUGE group with members being rotated in and out all the time) for some reason and this was their response, probably with the line of thinking being something like 'fuck it.'

Agree. I think we have to be careful in questioning the lack of nude Anglophone girl band before we jump into (temporary) conclusion that we are lagging behind Japan in nudism.

It only looks like the drummer can play. Look at everyone else. Their hands don't move. Those aren't guitar chords either.

This is the only video I could find by AKB48 that is nude. They are very similar to Korean girl pop bands like girls generation.
I think the nudity is merely a stunt. Whoever is in charge of them, probably pervy old Japanese men, wanted more money and told them to do it to cause controversy, increase ticket sales, and get their band name out there more. All of which create more money. More money generated means the person(s) in charge of them will make more even if the band members actually don't. I don't they're playing nude is a main stream thing there.

That's the thing about Zenra videos...they're all porn, even when there isn't any actual sex. The porn mostly comes from the fact that there are naked people, usually women only, but there's videos where it's like, everyone, and only one (REALLY CREEPY TRAINWRECK I CAN'T LOOK AWAY FROM, that I know of) where it's specifically a guy. Usually sex shows up at some point, but there's others, where it's just some convoluted reason why people (again, usually just women) are required to be naked, and there's leery camera angles here and there, but otherwise would just be a mediocre story of some sort if everyone were dressed.

It's a Zenra porn video, dude. Those chicks aren't even really playing those instruments. The production company is called "Soft on Demand"...what do you think those initials actually stand for? Come on people, stop being dumb. Not every single instance of nudity is some sort of veiled victory for the "Nudism Movement", so stop. Seriously...chill out on that shit.
